Ongoing Operation and Compliance:
Once the JOP is fully established and operational, ensure that it continues to fulfill its responsibilities in accordance with the law and the JOP Bylaws. Regularly review and update governance structures, resolve conflicts, enforce regulations and work towards achieving the JOP’s objectives and mandate.

Preventive Maintenance Planning:
Developing plans and schedules for regular maintenance activities, inspections, repairs and replacements to minimize disruptions and ensure the Longevity of facilities.
Energy Management:
Analyzing and optimizing energy consumption to reduce costs, improve sustainability and implement green initiatives.
Compliance and safety:
Ensuring facilities comply with relevant regulations, codes and standards related to health, safety, accessibility and environmental sustainability.
Emergency Planning:
Developing emergency response plans, including evacuation procedures, communication protocols and crisis management strategies to mitigate risks and ensure the safety of occupants.
Preparation for the future JOP’s
Provide advice for the best and smooth transitioning from a developer to a Joint Owners Property (JOP) in Dubai in accordance with Law 06 of 2019, involves following the legal requirements and procedures outlined in the law.
Supporting formation of Joint Owners Property:
Identify the needs for efficient JOP to specific development and ensure compliance with Law 06 of 2019. This law governs the establishment and functioning of JOP’s in the Emirates of Dubai.
Constituent declaration and Bylaws:
Prepare the constituent declaration and Bylaws of the JOP. These documents set out the objectives, governance structure, guidelines and regulations that will govern the JOP. It should align with the requirement specified in Law 06 of 2019.
General Forums Meeting:
Helping in organizing General Forums to present and approve the community rules and Bylaws prior to final approval of RERA. The approved documents should then be registered with the relevant authority such as the Dubai Land Department.
Transition from Developer Control:
Providing support and guidance to initiate the process of transitioning the control of the development from the developer to the JOP. This involves transferring the responsibility for management, maintenance and governance to the JOP under the control of RERA with the support of committee members.
Financial Handover:
Ensure a proper financial handover from the developer to the JOP. This includes providing detailed financial records, establishing regulated bank accounts and financial systems for the JOP and ensuring transparency in financial management.
Establishment of JOP committees:
Supporting residing owners with awareness campaigns and application to be in the committees, while explaining their roles and responsibilities. Helping the JOP to address specific functional areas such as financial, maintenance, security and community. These committees should be established according the JOP Bylaws and laws governing their roles and responsibilities in conformance with Law 06 of 2019.
Vendor contracts and Service Agreements:
Review existing vendor contracts and service agreements and evaluate their alignment with JOP requirement and objectives. Modify, renew or establish new contracts as needed to ensure efficient operation and quality services.
Community Engagement and Management:
Develop a comprehensive community engagement and management plan. This may include organizing regular General Forums and providing effective communication channels for owners to address concerns, collect feedback and actively participate in decision making processes.
Compliance with Regulations:
Ensure that the JOP meets all relevant legal and regulatory obligations, including those set out in Law 06 or 2019. Adhere to the provisions related to financial management, governance, dispute resolution mechanisms and other mandatory requirements.

Registration Process:
Ensure that the JOP is registered on Mollak. Contact Mollak to initiate the registration process if it hasn’t been done already. Provide the required information and documentation to complete the registration.
Preparation of Budget:
Prepare a detailed budget for the JOP including all planned expenses and costs for the maintenance and management of the development. The budget should be in compliance with the provisions of Law 06 of 2019 and any other relevant regulations.
Notifications of Unit Owners:
Inform all unit owners about the first service charge issuance. This can be done through official notifications sent via mail, email or any other preferred communication methods. Include the breakdown of the service charges and highlight the due date for payments.
Support JOP manager in generating Service Charge Invoices:
Log in to the Mollak platform using the registered JOP credentials. Generate the service charge invoices for each unit owner based on the approved budget and the unit’s proportional share of the expenses. Enter the relevant details such as the amount, due date and payment instructions in to the system.
Support delivery of Service Charge Invoices:
Support the management company till dispatching the service charge invoices to the respective unit owners through Mollak’s platform and the management company Portal. The system allows owners to access the invoices, make payments and track their payment status online.
Payment collection:
Helping the management company to establish the collection set up to monitor the payment status through Mollak’s platform.
Reminders and Follow ups:
Helping developers and management companies to send reminders to defaulters and induction to the automated process set in Mollak for notices of defaults and RDC (Rental Dispute Centre) process of payment enforcement.
Reporting:
Helping management companies and developers to establish the reporting structure in line with RERA rules and regulations.
